Does this crack a password-protected PDF?
No. If a PDF needs a password just to open it, that's real encryption. Removing it needs the actual password and proper decryption, which this tool doesn't do. This only removes owner-password *permission* restrictions (like "no printing") on files that already open without a password.
How does this actually work?
It loads the PDF while ignoring those restrictions, then saves a fresh copy. The library this runs on can only ever write plain, unencrypted PDFs, so the restrictions simply aren't carried over to the output.
Does this work offline?
